NT$5.4 million to be paid to deceased passengers: minister

Taipei, Oct. 22 (CNA) Monetary compensation of NT$5.4 million (US$174,666) is to be paid to the families of those who lost their lives in a train accident in Yilan County on Sunday, National Development Council (NDC) Minister Chen Mei-ling said Monday.

The accident occurred at 4:50 p.m. Sunday when the No. 6432 Puyuma express traveling from Shulin in New Taipei ran off the tracks on a bend near Xinma station in Yilan County, killing 18 and injuring 190 of the 366 believed to have been on board the train.

According to the Railway Act, families of those who lose their lives in a train accident can receive up to NT$2.5 million in compensation, in addition to a Taiwan Railways Administration relief fund payment of NT$2.8 million and an additional NT$100,000, Chen said.

In accordance with the Railway Act, those seriously injured are entitled to NT$1.4 million in compensation, as well as a relief fund payment of NT$1 million and an additional amount of NT$5,000, which totals NT$2.405 million, Chen said.

Those who receive less serious injuries, can receive a maximum of NT$600,000, depending on the severity of their injuries in addition to a payment of NT$5,000, Chen said.

All passengers who can show they received medical treatment, will receive a payment of NT$5,000, Chen noted.

Meanwhile, Legislative Speaker Su Jia-chyuan suggested that Premier Lai Ching-te deliver a report on the accident to the Legislative Yuan within a month.

The suggestion that Lai should be invited to report on the investigation into the accident and answer lawmakers questions was greeted with cross-party support at a meeting convened Monday.

Lai, on the same day, established a 15-member task force, led by Minister without Portfolio Wu Tze-cheng, which will investigate the cause of the train accident.

The new task force visited the site of the accident on Monday and held its first meeting to establish the methods and direction the investigation will take.

In an interview with CNA, Wu said Taiwan Railways Administration has promised to complete a comprehensive safety inspection of all Puyuma trains by Tuesday and step up relevant safety measures.

In response to media reports questioning whether the train driver had worked too much overtime at the time of the accident, the Ministry of Labor's Occupational Safety and Health Administration (OSHA) issued a press release Monday detailing the driver's work timetable for the past week.

Even though the driver, surnamed Yu, worked one hour and 15 minutes and two hours and 35 minutes overtime on Oct. 18 and Oct. 19, respectively, that is well within the regulations detailed in the Labor Standards Act, OSHA said.
