During a meeting earlier that day, Premier Su Tseng-chang agreed to a plan by new transport minister Wang Kwo-tsai to promote Tu to the head of the TRA, according to the official, who spoke on condition of anonymity.
Tu, with his hands-on experience, is expected to help Wang after his predecessor, Lin Chia-lung, resigned to take political responsibility for the accident.
The TRA's top position has been left vacant since former Director- General Chang Cheng-yuan retired in January.
Tu got his bachelor's degree in Transportation and Communication Management Science from National Cheng Kung University and his master's degree in political science from National Taiwan University.
He is known for his expertise in service management, operational safety, client services and labor issues.
